Kira Kosov,[1] also known as Seer, is a young computer hacker and self-proclaimed arch-rival of Oracle.

Early Life

Kira Kosov's father was a member of the Odessa Mob who worked alongside the Penguin. Her parents neglected her and she was unable to form emotional bonds with others. When her mother walked out on them she stopped going to school and would accompany her father to his work at the Iceberg Lounge. She was left alone all day and taught herself advanced computer skills, discovering she had a talent for it. Eventually her father was arrested and she stayed in the basement of the Iceberg Lounge, forgotten and unnoticed by everyone. She built a computer rig out of whatever she could find and became a criminal hacker, taking the name Seer.[1]

Fear State

During the events of Fear State, Seer hacked the Oracle network and broadcast a false report that Batman was dead to draw out the Batman Family and their allies. Barbara shut down the Oracle network and in response Seer triggered the Clock Tower's self-destruct in attempt to kill her and Nightwing.[2] Seer infiltrated the Magistrate's flying headquarters Skybase-01, posing as one of several children from wealthy families whose parents had paid for them to be kept "safe" on Skybase.

Barbara assumed that Seer was working for Simon Saint and tracked her transmissions to Skybase-01. Barbara, Nightwing and the Batgirls broke into Skybase-01 and confronted Saint, but realized that he had no idea who Seer was and that she was an independent actor. As they could not find Seer on board, the team crashed Skybase-01 into Gotham Harbor and rescued the wealthy children, including Kira. She slipped away in the confusion and returned to her hideout.[3]

The Hill

Oracle and the Batgirls relocated to The Hill. Seer took control of the The Saints, a team of radical ex-Magistrate agents, by posing as the deceased Simon Saint and sent them to attack the Batgirls, who only narrowly escaped.[4] Later, Seer called Barbara, pretending to be Dick Grayson. She insulted Barbara and hacked into her new computer system, although she was also eventually repulsed.[5]

The Batgirls defeated the Saints and gave them incontrovertible proof that Simon Saint was dead and Seer had been manipulating them.[6] The Saints broke out of prison to hunt her down and kill her, and in desperation Seer went to the Batgirls for help.[7] She agreed to act as bait to draw out the Saints. They captured her but she was able to convince them not to kill her and instead use her skills to convince Gotham that Simon Saint was alive and the Magistrate was still active, giving the Saints absolute power over the city. She took them to her base under the Iceberg Lounge.[1]

The Batgirls and Nightwing rescued Kira but Barbara also destroyed her computer rig, telling her she needed to let go of her old life to start a new one. The elevator down to the basement had been destroyed so Kira told the Bats that they would need to escape through the sewers that led to Slaughter Swamp. When everyone but Barbara and Tarsus, one of the Saints, had jumped into the sewer she thanked Barbara for saving her life, then stabbed Tarsus in the neck and pushed Barbara into the sewer. She then escaped through a secret exit.[8]

Blüdhaven

Kira later appeared in Blüdhaven, spreading the works of an amateur criminal and filmmaker calling herself The Director.[9]

  • Kira was named after her father's sister.[1]
