Synopsis for "The More Things Change..."

In 1963, Jay and Judy Garrick race to rescue Joan Garrick, who has been kidnapped and is being held in an abandoned water treatment plant. They will need to cross a dam which has been rigged with explosives, and Judy races ahead before Jay can disarm them. He runs to grab each of the bombs before they explode but he misses one and it goes off. He manages to seal the crack it blows in the dam and then runs up into the plant. He finds Joan crawling out of a tank and she asks him where Judy is, but Jay has no idea what she's talking about. She tells him that Judy is their daughter, but Jay says that they can't have children. After a moment of confusion Joan says that he's right and they don't have a daughter.

In 2023, Jay takes Judy home and the now elderly Joan's memories of Judy come flooding back when she sees her. Judy's parents take her to her room, where Bart Allen has been staying. Jay clears Bart's stuff out, but Judy sees a photograph of the Flash Family and realises that the entire world has moved on without her. She asks to be alone and her parents leave. A breaking news report comes on the TV, saying that Keystone Bank is being robbed and no heroes have responded yet, so Judy races out to foil it.

Joan brings a plate of cookies up to Judy's room and sees that she's gone. Meanwhile, Judy runs to the bank, happy to be doing something familiar. She snatches the robber's bullets out of the air and tells them to surrender, when suddenly Jay runs in, disarms them and ties them up. He takes her home and tells her she can't run off alone as they don't want to lose her again. Jay says that the world is a lot more dangerous in the future but Judy tells him she can handle it and nothing could be more dangerous than Doctor Elemental. Jay and Joan initially have no idea what she's talking about until she tells them that he was their arch enemy and they were fighting him when she disappeared. Her parents suddenly remember and tell her that he disappeared when she did and they forgot he even existed until she mentioned him.

In 1963, Doctor Elemental is the one who captured Joan and held her in the tank, suspended from the roof. He begins to douse her in a liquid that will transform her, when Judy runs in and attacks him. He sets off a charge that cuts the line holding Joan's tank but the force of the explosion causes his mask to fall off and Judy recognises him. She runs over to catch the tank and gently lowers it to the ground by creating a vortex. She helps Joan out of the tank but then fades away. Doctor Elemental watches from the shadows as Jay comes in and realises that Judy's parents have forgotten her while he somehow still remembers.
