Dos Rios is a Texan border town, the home of El Diablo. It is located some 65 miles south of San Antonio.

Its location near the border has made it a prime entry point for narcotics, but otherwise, the crime rates are low. The city is practically segregated across cultural borders, with separate neighborhoods housing the majority of the latino, white and black populations. Mayor Thomas Longstreet has worked with the city council to integrate the city, but the people just stick to their own business and neighborhood.

The city is protected by the vigilante El Diablo, secretly councilman Rafael Sandoval.[1]
