Carrie Bates is a Central City metahuman that Cisco Ramon nicknamed Rainbow Raider 2.0.
History
Carrie Bates began working for collecting agencies but was fired from each one after she erased huge debts. At some point in time, she gained to ability to control people through the use of the emotional spectrum.
After she was able to steal an enormous amount of money by corrupting a bank employee, Team Flash began tracking her and Cisco Ramon nicknamed her Rainbow Raider 2.0 as her powers were very similary to Roy Bivolo/Rainbow Raider's; Flash and Mecha-Vibe confronted her but she was able to alter Cisco's mind.
Carrie eventually stole a Ferris Air stealth blimps in order to spread the money she had previously stolen to the Central City citizens: Flash, Mecha-Vibe and Allegra Garcia reached her again and convinced her that what she was doing was wrong, promising she would not be sent to Iron Heights. However, Carrie's powers damaged the ship which was crashing on the Central City Stadium: as Cisco told them that he could prevent the crash, Flash took Allegra and Carrie away.[1]
