Mayor Altman is the mayor of Star City.
History
He is a strong opponent of Green Arrow. Mayor Altman and Police Commissioner Brian Nudocerdo attend a fundraiser to help rebuild the city. When they get there, they learn Green Arrow has stolen all the food, which he then gives to the poor. Later, Nudocerdo is killed while caught in a traffic jam. Concerned, Mayor Altman visits Queen Industries, where Isabel Rochev offers the city a large corps of security officers.
