In the limit where partons become collinear to each other, scattering amplitudes factorize into a product of universal, process-independent building blocks and scattering amplitudes involving fewer partons. We compute these universal building blocks -- known as splitting amplitudes -- for two collinear QCD partons up to third loop order in QCD. Our results describe arbitrary time-like splitting processes. Due to the violation of strict collinear factorization in space-like splitting processes, we specifically present space-like splitting amplitudes for three-parton QCD scattering amplitudes at third loop order. To achieve our results, we perform a collinear expansion of three-loop scattering amplitudes using a new expansion-by-subgraph technology, which is based on the method of regions.

This note documents predictions for the inclusive production cross sections of the Standard Model Higgs boson at the Large Hadron Collider at a centre of mass energy of 13.6 TeV. This report was prepared on behalf of three Energy Frontier Topical Groups of the Snowmass 2021 Community Planning Exercise. It summarizes the status and implications of studies of strong interactions in high-energy experiments and QCD theory. We emphasize the rich landscape and broad impact of these studies in the decade ahead. Hadronic interactions play a central role in the high-luminosity Large Hadron Collider (LHC) physics program, and strong synergies exist between the (HL-)LHC and planned or proposed experiments at the U.S. Electron-Ion Collider, CERN forward physics experiments, high-intensity facilities, and future TeV-range lepton and hadron colliders. Prospects for precision determinations of the strong coupling and a variety of nonperturbative distribution and fragmentation functions are examined. We also review the potential of envisioned tests of new dynamical regimes of QCD in high-energy and high-density scattering processes with nucleon, ion, and photon initial states. The important role of the high-energy heavy-ion program in studies of nuclear structure and the nuclear medium, and its connections with QCD involving nucleons are summarized. We address ongoing and future theoretical advancements in multi-loop QCD computations, lattice QCD, jet substructure, and event generators. Cross-cutting connections between experimental measurements, theoretical predictions, large-scale data analysis, and high-performance computing are emphasized.

Furthermore, we introduce n3loxs, a public, numerical program for the evaluation of inclusive cross sections at the third order in the strong coupling constant. Our tool allows to derive predictions for charged- and neutral-current Drell-Yan production, gluon- and bottom-quark-fusion Higgs boson production and Higgs boson associated production with a heavy gauge boson. We discuss perturbative and parton distribution function (PDF) uncertainties of the aforementioned processes. We perform a comparison of global PDF sets for a variety of process including associated Higgs boson production and observe $1σ$ deviations among predictions for several processes.

Furthermore, we extract the anomalous dimension of the inclusive threshold soft function and of the $N$-Jettiness beam and jet functions to N$^4$LO in perturbative QCD.

We calculate the N$^3$LO rapidity anomalous dimensions to higher order in the dimensional regulator and make use of the soft/rapidity anomalous dimension correspondence in conjunction with the recent determination of the N$^4$LO threshold anomalous dimensions to achieve our result. We show that the results for the quark and gluon rapidity anomalous dimensions at four loops are related by generalized Casimir scaling. Using the N$^4$LO rapidity anomalous dimension, we perform the resummation of the Energy-Energy Correlation in the back-to-back limit at N$^4$LL, achieving for the first time the resummation of an event shape at this logarithmic order. We present numerical results and observe a reduction of perturbative uncertainties on the resummed cross section to below 1%.

An overwhelming number of theoretical predictions for hadron colliders require parton distribution functions (PDFs), which are an important ingredient of theory infrastructure for the next generation of high-energy experiments. This whitepaper summarizes the status and future prospects for determination of high-precision PDFs applicable in a wide range of energies and experiments, in particular in precision tests of the Standard Model and in new physics searches at the high-luminosity Large Hadron Collider and Electron-Ion Collider. We discuss the envisioned advancements in experimental measurements, QCD theory, global analysis methodology, and computing that are necessary to bring unpolarized PDFs in the nucleon to the N2LO and N3LO accuracy in the QCD coupling strength. Special attention is given to the new tasks that emerge in the era of the precision PDF analysis, such as those focusing on the robust control of systematic factors both in experimental measurements and theoretical computations. Various synergies between experimental and theoretical studies of the hadron structure are explored, including opportunities for studying PDFs for nuclear and meson targets, PDFs with electroweak contributions or dependence on the transverse momentum, for incisive comparisons between phenomenological models for the PDFs and computations on discrete lattice, and for cross-fertilization with machine learning/AI approaches. Our main result is the computation of the QCD corrections to the inclusive production cross section of an axial-vector boson to third order in the strong coupling in a variant of QCD with five massless quark flavours. Since the axial anomaly does not cancel for an odd number of flavours, we also consistently include non-decoupling effects in the top-quark mass through three loops. We perform a phenomenological study of our results, and we present for the first time predictions for the inclusive Drell-Yan process at the LHC at this order in QCD perturbation theory.

We present fully differential predictions for the production cross section of a Higgs boson via the gluon fusion mechanism at next-to-next-to-next-to leading order (N$^3$LO) in QCD perturbation theory. To perform our calculation we apply the Projection-to-Born method for the first time to the calculation of the non-factorising production of a colorless final state at the LHC at N$^3$LO. We predict differential distributions for the two photon final state produced by the decay of the Higgs boson and apply fiducial cuts on the photon rapidities and momenta. The N$^3$LO corrections to these differential distributions have complex features and are in part larger than the inclusive N$^3$LO corrections to the production cross section. Overall, we observe that the inclusion of the N$^3$LO QCD corrections significantly reduces the perturbative uncertainties and leads to a stabilisation of the perturbative expansion.

We present the analytic formula for the Energy-Energy Correlation (EEC) in electron-positron annihilation computed in perturbative QCD to next-to-next-to-next-to-leading order (N$^3$LO) in the back-to-back limit. In particular, we consider the EEC arising from the annihilation of an electron-positron pair into a virtual photon as well as a Higgs boson and their subsequent inclusive decay into hadrons. Our computation is based on a factorization theorem of the EEC formulated within Soft-Collinear Effective Theory (SCET) for the back-to-back limit. We obtain the last missing ingredient for our computation - the jet function - from a recent calculation of the transverse-momentum dependent fragmentation function (TMDFF) at N$^3$LO. We combine the newly obtained N$^3$LO jet function with the well known hard and soft function to predict the EEC in the back-to-back limit. The leading transcendental contribution of our analytic formula agrees with previously obtained results in $\mathcal{N} = 4$ supersymmetric Yang-Mills theory. We obtain the $N=2$ Mellin moment of the bulk region of the EEC using momentum sum rules. Finally, we obtain the first resummation of the EEC in the back-to-back limit at N$^3$LL$^\prime$ accuracy, resulting in a factor of $\sim 4$ reduction of uncertainties in the peak region compared to N$^3$LL predictions.

The corresponding perturbative matching kernels for all channels are expressed in terms of simple harmonic polylogarithms up to weight five. As a byproduct, we confirm a previous computation of the soft function for transverse momentum factorization at N$^3$LO. We present the first complete calculation for the quark and gluon $N$-jettiness ($\Tau_N$) beam functions at next-to-next-to-next-to-leading order (N$^3$LO) in perturbative QCD. Our calculation is based on an expansion of the differential Higgs boson and Drell-Yan production cross sections about their collinear limit. This method allows us to employ cutting edge techniques for the computation of cross sections to extract the universal building blocks in question. The class of functions appearing in the matching coefficents for all channels includes iterated integrals with non-rational kernels, thus going beyond the one of harmonic polylogarithms. Our results are a key step in extending the $\Tau_N$ subtraction methods to N$^3$LO, and to resum $\Tau_N$ distributions at N$^3$LL$^\prime$ accuracy both for quark as well as for gluon initiated processes.

Inclusive Higgs boson production at large transverse momentum is induced by different production channels. We focus on the leading production through gluon fusion, and perform a consistent combination of the state of the art calculations obtained in the infinite-top-mass effective theory at next-to-next-to-leading order (NNLO) and in the full Standard Model (SM) at next-to-leading order (NLO). We thus present approximate QCD predictions for this process at NNLO, and a study of the corresponding perturbative uncertainties. This calculation is then compared with those obtained with commonly used event generators, and we observe that the description of the considered kinematic regime provided by these tools is in good agreement with state of the art calculations. Finally, we present accurate predictions for other production channels such as vector boson fusion, and associated production with a gauge boson, and with a $t\bar{t}$ pair. We find that, at large transverse momentum, the contribution of other production modes is substantial, and therefore must be included for a precise theory prediction of this observable.

We present our result in terms of a Laurent expansion of the integrals in the dimensional regulator up to 8$^{\text{th}}$ power, with coefficients expressed in terms of harmonic polylogarithms. As a basis of master integrals we choose integrals with integrands that only have logarithmic poles - called $d$log forms. This choice greatly facilitates the subsequent computation via the method of differential equations. We detail how this basis is obtained via an improved algorithm originally developed by one of the authors. We provide a public implementation of this algorithm. We explain how the algorithm is naturally applied in the context of unitarity. In addition, we classify our $d$log forms according to their soft and collinear properties.

In maximally supersymmetric Yang-Mills theory, this ratio is a finite function of a cross-ratio and the coupling constant. We compute it to three loops, including the full colour dependence. Integrating over the position of the Lagrangian insertion gives the four-loop Wilson loop. We extract its leading divergence, which determines the four-loop cusp anomalous dimension. Finally, we employ a supersymmetric decomposition to derive the last missing ingredient in the corresponding QCD result.

We present the inclusive cross section at next-to-next-to-next-to-leading order (N$^3$LO) in perturbative QCD for the production of a Higgs boson via bottom-quark fusion. We employ the five-flavour scheme, treating the bottom quark as a massless parton while retaining a non-vanishing Yukawa coupling to the Higgs boson. We find that the dependence of the hadronic cross section on the renormalisation and factorisation scales is substantially reduced. For judicious choices of the scales the perturbative expansion of the cross section shows a convergent behaviour. We present results for the N$^3$LO cross section at various collider energies. In comparison to the cross section obtained from the Santander-matching of the four and five-flavour schemes we predict a slightly higher cross section, though the two predictions are consistent within theoretical uncertainties.

The discovery of the Higgs boson in 2012, by the ATLAS and CMS experiments, was a success achieved with only a percent of the entire dataset foreseen for the LHC. It opened a landscape of possibilities in the study of Higgs boson properties, Electroweak Symmetry breaking and the Standard Model in general, as well as new avenues in probing new physics beyond the Standard Model. Six years after the discovery, with a conspicuously larger dataset collected during LHC Run 2 at a 13 TeV centre-of-mass energy, the theory and experimental particle physics communities have started a meticulous exploration of the potential for precision measurements of its properties. This includes studies of Higgs boson production and decays processes, the search for rare decays and production modes, high energy observables, and searches for an extended electroweak symmetry breaking sector. This report summarises the potential reach and opportunities in Higgs physics during the High Luminosity phase of the LHC, with an expected dataset of pp collisions at 14 TeV, corresponding to an integrated luminosity of 3 ab$^{-1}$. These studies are performed in light of the most recent analyses from LHC collaborations and the latest theoretical developments. The potential of an LHC upgrade, colliding protons at a centre-of-mass energy of 27 TeV and producing a dataset corresponding to an integrated luminosity of 15 ab$^{-1}$, is also discussed.

We compute the mixed QCD-electroweak corrections to the cross section for the production of a Higgs boson via gluon fusion, in the limit of a small mass of the electroweak gauge bosons. This limit is regular and we calculate it by setting the W, Z masses to zero in the Feynman rules for their propagators. Our analytic results provide an independent check, in a non-trivial limit, of a recent exact computation for the three-loop mixed QCD and electroweak virtual corrections and the corresponding contribution to the cross section in the soft-virtual approximation. From our calculation in the small mass approximation, we can infer the second term in the expansion of the cross section around the threshold limit with its exact dependence on the masses of the W, Z bosons. Furthermore we find that in the small mass approximation the non-factorizable contributions from the real radiation, so far unknown for full gauge boson mass dependence, are modest in comparison to the known factorizable and virtual contributions to the full ${\cal O}(α_s^3 α^2)$ mixed QCD and electroweak cross-section. This furnishes a new phenomenological test of estimates for the mixed QCD and electroweak corrections, which were based on the hypothesis of factorization of QCD and electroweak corrections.

Specifically, we work in the framework of Higgs-differential cross sections that allows to compute precise predictions for realistic LHC observables. We demonstrate how to perform an expansion of the analytic N$^3$LO coefficient functions around the production threshold of the Higgs boson. Our framework allows us to compute to arbitrarily high order in the threshold expansion and we explicitly obtain the first two expansion coefficients in analytic form. Furthermore, we assess the phenomenological viability of threshold expansions for differential distributions. In addition, we report on an interesting obstacle for the computation of N$^3$LO corrections with LHAPDF parton distribution functions and our solution. We provide files containing the analytic expressions for the partonic cross sections together with the arXiv submission.

This report follows three previous working-group reports: Handbook of LHC Higgs Cross Sections: 1. Inclusive Observables (CERN-2011-002), Handbook of LHC Higgs Cross Sections: 2. Differential Distributions (CERN-2012-002), and Handbook of LHC Higgs Cross Sections: 3. Higgs properties (CERN-2013-004). The current report serves as the baseline reference for Higgs physics in LHC Run 2 and beyond.

We present the amplitude as a Laurent expansion in the dimensional regulator to finite order, with coefficients composed of harmonic poly-logarithms of uniform transcendental weight, and simple rational prefactors. Our computation provides an independent check of a recent result for three-loop corrections to the soft anomalous dimension matrix that predicts the general infrared singularity structure of massless gauge theory scattering amplitudes. Taking the Regge limit of our result, we determine the three-loop gluon Regge trajectory. We also find agreement with very recent predictions for sub-leading logarithms.

We present the most precise value for the Higgs boson cross-section in the gluon-fusion production mode at the LHC. Our result is based on a perturbative expansion through N$^3$LO in QCD, in an effective theory where the top-quark is assumed to be infinitely heavy, while all other Standard Model quarks are massless. We combine this result with QCD corrections to the cross-section where all finite quark-mass effects are included exactly through NLO. In addition, electroweak corrections and the first corrections in the inverse mass of the top-quark are incorporated at three loops. We also investigate the effects of threshold resummation, both in the traditional QCD framework and following a SCET approach, which resums a class of $π^2$ contributions to all orders. We assess the uncertainty of the cross-section from missing higher-order corrections due to both perturbative QCD effects beyond N$^3$LO and unknown mixed QCD-electroweak effects. In addition, we determine the sensitivity of the cross-section to the choice of parton distribution function (PDF) sets and to the parametric uncertainty in the strong coupling constant and quark masses. For a Higgs mass of $m_H = 125~{\rm GeV}$ and an LHC center-of-mass energy of $13~{\rm TeV}$, our best prediction for the gluon fusion cross-section is \[ σ= 48.58\,{\rm pb} {}^{+2.22\, {\rm pb}\, (+4.56\%)}_{-3.27\, {\rm pb}\, (-6.72\%)} \mbox{ (theory)} \pm 1.56 \,{\rm pb}\, (3.20\%) \mbox{ (PDF+$α_s$)} \]

Our result is presented as a Laurent expansion in the dimensional regulator, although some of the master integrals are computed to all orders in this parameter.

The calculation is based on a method to perform a series expansion of the partonic cross-section around the threshold limit to an arbitrary order. We perform this expansion to sufficiently high order to obtain the value of the hadronic cross at N3LO in the large top-mass limit. For renormalisation and factorisation scales equal to half the Higgs mass, the N3LO corrections are of the order of +2.2%. The total scale variation at N3LO is 3%, reducing the uncertainty due to missing higher order QCD corrections by a factor of three.

Real radiation corrections are evaluated numerically with a direct subtraction of infrared limits which we cast in a simple factorized form. The results presented here constitute a gauge invariant part of the full NNLO corrections but are not necessarily dominant. We view this calculation as a step towards a complete computation. Our partial corrections to the total cross-section are about $1\%-3\%$ and vary with the virtuality of the two off-shell photons.

Our result is a Taylor expansion in the dimensional regulator epsilon, where the coefficients of the expansion are analytic functions of the ratio of the Higgs boson mass and the partonic center of mass energy and they are valid for arbitrary values of this ratio. We also perform a threshold expansion around the limit of soft-parton radiation in the final state. The expressions for the coefficients of the threshold expansion are valid for arbitrary values of the dimension. As a by-product of the threshold expansion calculation, we have developed a soft expansion method at the integrand level by identifying the relevant soft and collinear regions for the loop-momentum.

We compute the master integrals building upon modern techniques for the integration of multidimensional integrals in dimensional regularization. We investigate the impact of theoretical uncertainties of Higgs boson cross-sections due to higher order perturbative corrections and convolution with parton densities on exclusion limits. We illustrate the impact on limits of commonly used treatments of these uncertainties with a simulated Higgs search. We adopt a "worst- case scenario" for the perturbative uncertainties. We find that the statistical methods of ATLAS and CMS do not incorporate this specific uncertainty adequately.
