In the next decade, there is an opportunity for very high return on investment of relatively small budgets by elevating the priority of smallsat funding in heliophysics. We've learned in the past decade that these missions perform exceptionally well by traditional metrics, e.g., papers/year/\$M (Spence et al. 2022 -- arXiv:2206.02968). It is also well established that there is a "leaky pipeline" resulting in too little diversity in leadership positions (see the National Academies Report at https://www.nationalacademies.org/our-work/increasing-diversity-in-the-leadership-of-competed-space-missions). Prioritizing smallsat funding would significantly increase the number of opportunities for new leaders to learn -- a crucial patch for the pipeline and an essential phase of career development. At present, however, there are far more proposers than the available funding can support, leading to selection ratios that can be as low as 6% -- in the bottom 0.5th percentile of selection ratios across the history of ROSES. Prioritizing SmallSat funding and substantially increasing that selection ratio are the fundamental recommendations being made by this white paper.

This paper presents the first publicly available version of the Carolina Corpus and discusses its future directions. Carolina is a large open corpus of Brazilian Portuguese texts under construction using web-as-corpus methodology enhanced with provenance, typology, versioning, and text integrality. The corpus aims at being used both as a reliable source for research in Linguistics and as an important resource for Computer Science research on language models, contributing towards removing Portuguese from the set of low-resource languages. Here we present the construction of the corpus methodology, comparing it with other existing methodologies, as well as the corpus current state: Carolina's first public version has $653,322,577$ tokens, distributed over $7$ broad types. Each text is annotated with several different metadata categories in its header, which we developed using TEI annotation standards. We also present ongoing derivative works and invite NLP researchers to contribute with their own.

Model estimates obtained from traditional subspace identification methods may be subject to significant variance. This elevated variance is aggravated in the cases of large models or of a limited sample size. Common solutions to reduce the effect of variance are regularized estimators, shrinkage estimators and Bayesian estimation. In the current work we investigate the latter two solutions, which have not yet been applied to subspace identification. Our experimental results show that our proposed estimators may reduce the estimation risk up to $40\%$ of that of traditional subspace methods.

The use of semantic descriptions in data intensive domains require a systematic model for linking semantic descriptions with their manifestations in fragments of heterogeneous information and data objects. Such information heterogeneity requires a fragment model that is general enough to support the specification of anchors from conceptual models to multiple types of information artifacts. While diverse proposals of anchoring models exist in the literature, they are usually focused in audiovisual information. We propose a generalized fragment model that can be instantiated to different kinds of information artifacts. Our objective is to systematize the way in which fragments and anchors can be described in conceptual models, without committing to a specific vocabulary.

In this work we generalise various recent results on the evolution and monotonicity of the eigenvalues of certain geometric operators under specified geometric flows. Given a closed, compact Riemannian manifold $\big(M^n,g(t)\big)$ and a smooth function $η\in C^{\infty}(M)$ we consider the family of operators $\mathbb{L}=Δ- g(\nablaη,\nabla\cdot)+cR$, where $R$ is the scalar curvature and $c$ is some real constant. We define a geometric flow on $M$ which encompasses the Ricci, the Ricci - Bourguignon and the Yamabe flows. Supposing that the metric $g(t)$ evolves along this general geometric flow we derive a formula for the evolution of the eigenvalues of $-\mathbb{L}$ and prove monotonicity results for the eigenvalues of both $-Δ+ g(\nablaη,\nabla\cdot)$ and $-\mathbb{L}$. We then prove Reilly-type formula for the operator $\mathbb{L}$ and employ it to establish an upper bound for the first variation of the eigenvalues of $-\mathbb{L}$. Finally, in the pursuit of a theoretical explanation of our generalisations, we formulate two conjectures on the monotonicity of the eigenvalues of Schrödinger operators.

We consider an analytic family of Riemannian metrics on a compact smooth manifold $M$. We assume the Dirichlet boundary condition for the $η$-Laplacian and obtain Hadamard type variation formulas for analytic curves of eigenfunctions and eigenvalues. As an application, we show that for a subset of all $C^r$ Riemannian metrics $\mathcal{M}^r$ on $M$, all eigenvalues of the $η$-Laplacian are generically simple, for $2\leq r< \infty$. This implies the existence of a residual set of metrics in $\mathcal{M}^r$, which makes the spectrum of the $η$-Laplacian simple. Likewise, we show that there exists a residual set of drifting functions $η$ in the space $\mathcal{F}^r$ of all $C^r$ functions on $M$, which makes again the spectrum of the $η$-Laplacian simple, for $2\leq r< \infty$. Besides, we give a precise information about the complementary of these residual sets, as well as about the structure of the set of deformations of a Riemannian metric (respectively of the set of deformations of a drifting function) which preserves double eigenvalues. Moreover, we consider a family of perturbations of a domain in a Riemannian manifold and obtain Hadamard type formulas for the eigenvalues of the $η$-Laplacian in this case. We also establish generic properties of eigenvalues in this context.
