The National Science Foundation (NSF) funded National Research Platform (NRP) is a hyper-converged cluster of nationally and globally interconnected heterogeneous computing resources. The dominant computing environment of the NRP is the x86 64 instruction set architecture (ISA), often with graphics processing units (GPUs). Researchers across the nation leverage containers and Kubernetes to execute high-throughput computing (HTC) workloads across the heterogeneous cyberinfrastructure with minimal friction and maximum flexibility. As part of the NSF-funded GP-ENGINE project, we stood up the first server with an NVIDIA Grace Hopper AI Chip (GH200), an alternative ARM ISA, for the NRP. This presents challenges, as containers must be specifically built for ARM versus x86 64. Herein, we describe the challenges encountered, as well as our resulting solutions and some relevant performance benchmarks. We specifically compare the GH200 to A100 for computer vision workloads, within compute nodes in the NRP.

The Russian invasion of Ukraine on February 24, 2022 entailed the threat of a drastic and sudden reduction of natural gas supply to the European Union. This paper presents a techno-economic analysis of the consequences of a sudden gas supply shock to Austria, one of the most dependent countries on imports of Russian gas. Our analysis comprises (a) a detailed assessment of supply and demand side countermeasures to mitigate the immediate shortfall in Russian gas imports, (b) a mapping of the net reduction in gas supply to industrial sectors to quantify direct economic shocks and expected relative reductions in gross output and (c) the quantification of higher-order economic impacts through using a dynamic out-of-equilibrium input-output model. Our results show that potential economic consequences can range from relatively mild to highly severe, depending on the implementation and success of counteracting mitigation measures. We find that securing alternative gas imports, storage management, and incentivizing fuel switching represent the most important short-term policy levers to mitigate the adverse impacts of a sudden import stop.

Globalization has had undesirable effects on the labor standards embedded in the products we consume. This paper proposes an ex-ante evaluation of supply chain due diligence regulations, such as the EU Corporate Sustainable Due Diligence Directive (CSDDD). We construct a full-scale network model derived from structural business statistics of 30 million EU firms to quantify the likelihood of links to firms potentially involved in human rights abuses in the European supply chain. The 900 million supply links of these firms are modeled in a way that is consistent with multiregional input-output data, EU import data, and stylized facts of firm-level production networks. We find that this network exhibits a small world effect with three degrees of separation, meaning that most firms are no more than three steps away from each other in the network. Consequently we find that about 8.5% of EU companies are at risk of having child or forced labor in the first tier of their supply chains, about 82.4% are likely to have such offenders at the second tier and more than 99.1% have such offenders at the third tier. We also profile companies by country, sector, and size for the likelihood of having human rights violations or child and forced labor violations at a given tier in their supply chain, revealing considerable heterogeneity across EU companies. Our results show that supply chain due diligence regulations that focus on monitoring individual buyer-supplier links, as currently proposed in the CSDDD, are likely to be ineffective due to a high degree of redundancy and the fact that individual company value chains cannot be properly isolated from the global supply network. Rather, to maximize cost-effectiveness without compromising due diligence coverage, we suggest that regulations should focus on monitoring individual suppliers.

Many European countries face rising obesity rates among children, compounded by decreased opportunities for sports activities during the COVID-19 pandemic. Access to sports facilities depends on multiple factors, such as geographic location, proximity to population centers, budgetary constraints, and other socio-economic covariates. Here we show how an optimal allocation of government funds towards sports facilitators (e.g. sports clubs) can be achieved in a data-driven simulation model that maximizes children's access to sports facilities. We compile a dataset for all 1,854 football clubs in Austria, including estimates for their budget, geolocation, tally, and the age profile of their members. We find a characteristic sub-linear relationship between the number of active club members and the budget, which depends on the socio-economic conditions of the clubs' municipality. In the model, where we assume this relationship to be causal, we evaluate different funding strategies. We show that an optimization strategy where funds are distributed based on regional socio-economic characteristics and club budgets outperforms a naive approach by up to 117\% in attracting children to sports clubs for 5 million Euros of additional funding. Our results suggest that the impact of public funding strategies can be substantially increased by tailoring them to regional socio-economic characteristics in an evidence-based and individualized way.

Behavioral gender differences are known to exist for a wide range of human activities including the way people communicate, move, provision themselves, or organize leisure activities. Using mobile phone data from 1.2 million devices in Austria (15% of the population) across the first phase of the COVID-19 crisis, we quantify gender-specific patterns of communication intensity, mobility, and circadian rhythms. We show the resilience of behavioral patterns with respect to the shock imposed by a strict nation-wide lock-down that Austria experienced in the beginning of the crisis with severe implications on public and private life. We find drastic differences in gender-specific responses during the different phases of the pandemic. After the lock-down gender differences in mobility and communication patterns increased massively, while sleeping patterns and circadian rhythms tend to synchronize. In particular, women had fewer but longer phone calls than men during the lock-down. Mobility declined massively for both genders, however, women tend to restrict their movement stronger than men. Women showed a stronger tendency to avoid shopping centers and more men frequented recreational areas. After the lock-down, males returned back to normal quicker than women; young age-cohorts return much quicker. Differences are driven by the young and adolescent population. An age stratification highlights the role of retirement on behavioral differences. We find that the length of a day of men and women is reduced by one hour. We discuss the findings in the light of gender-specific coping strategies in response to stress and crisis.

In March 2020, the Austrian government introduced a widespread lock-down in response to the COVID-19 pandemic. Based on subjective impressions and anecdotal evidence, Austrian public and private life came to a sudden halt. Here we assess the effect of the lock-down quantitatively for all regions in Austria and present an analysis of daily changes of human mobility throughout Austria using near-real-time anonymized mobile phone data. We describe an efficient data aggregation pipeline and analyze the mobility by quantifying mobile-phone traffic at specific point of interest (POI), analyzing individual trajectories and investigating the cluster structure of the origin-destination graph. We found a reduction of commuters at Viennese metro stations of over 80\% and the number of devices with a radius of gyration of less than 500 m almost doubled. The results of studying crowd-movement behavior highlight considerable changes in the structure of mobility networks, revealed by a higher modularity and an increase from 12 to 20 detected communities. We demonstrate the relevance of mobility data for epidemiological studies by showing a significant correlation of the outflow from the town of Ischgl (an early COVID-19 hotspot) and the reported COVID-19 cases with an 8-day time lag. This research indicates that mobile phone usage data permits the moment-by-moment quantification of mobility behavior for a whole country. We emphasize the need to improve the availability of such data in anonymized form to empower rapid response to combat COVID-19 and future pandemics.
