Hellseeker has the best story that is the most consistent with the mythos of the first film and the novella. The behaviour of the characters is not quite so random or "because the plot needs it to happen" driven. It is the best sequel other than II, but that bar is not low, it is on the ground.
Pinhead is also used in a manner consistent with the first film and the novella. He is not Freddy Kreuger, he is Hell's Adjudicator. ("Welcome to the worst nightmare of all... reality!")
