Delete clearly doesn't meet SOLDIER (not by rank or command, and the Silver Star is the third highest valour decoration), and a BEFORE search doesn't indicate significant coverage in multiple reliable sources of Walters' life outside this incident. The best source appears to be the Texan Plainview Herald web article from AP here, but other than a brief mention of his service in the First Gulf War and his family, there is little about the rest of his life outside this incident.
