Indian Institute of Planning and Management (IIPM) is a for-profit business school headquartered in New Delhi, with 18 branches across India. Founded in 1973, the institute offers undergraduate and postgraduate programmes in National Economic Planning and Entrepreneurship, as well as international and fellowship programmes. IIPM's executive education programs also include non-credit courses and visits at foreign business schools.[1] The programmes offered by IIPM are not accredited by AICTE, a regulating body for technical education in India, whose accreditation is a voluntary process.[2][3] According to IIPM, its courses do not come under the purview of AIU, AICTE, UGC and other government-established regulatory bodies.[4] The institute does not award BBA or MBA degrees; it awards certificates for its students, who then can optionally apply for BBA or MBA degrees from the International Management Institute in Belgium.[5][6] IIPM has been the subject of tax issues which have been resolved, trade practices investigations which have been suspended, as well as controversies[7] with respect to its advertising, rankings, and plagiarism. IIPM has been ranked #5 in India by the 2009 Zee Business Best B-School Survey,[8] while IIPM Delhi was ranked #9 amongst India's top ten private schools by Hindustan Times in November 2009[9]. On July 31, 2010, the UGC has taken note of some IIPM ads that promise "UGC Recognised MBA Degree" and publicly stated once again that the IIPM "does not have the right of conferring or granting degrees as specified by the University Grants Commission".[10]

History

IIPM was started in 1973 in New Delhi.[11] According to the institute, its "first residential full-time post graduate diploma program" started in the year 1974 after selection tests were conducted in Delhi, Kolkata, Mumbai and Bangalore.[12] Currently, the institute has 18 branches across India, including in Gurgaon, Noida, Bangalore, Chennai, Ahmedabad, Kolkata, Chandigarh, Hyderabad, Pune, Lucknow, Indore, Bhubaneshwar, Bhopal, Jaipur, Dehradun, and Cochin.[13]

The Founding Director of IIPM is Dr. M. K. Chaudhuri, and the Honorary Dean is Arindam Chaudhuri.[12]

Facilities and faculty

IIPM Campus, New Delhi

IIPM has two campuses in New Delhi, and branches in Mumbai, Chennai, Ahmedabad, Bangalore, Pune, Gurgaon and Hyderabad. The infrastructure of the campuses includes classrooms, teaching aids, libraries, electronic libraries, IT equipment like Wi-Fi and laptops, and leisure equipment like gymnasiums and swimming pools. The available facilities vary for each branch of IIPM.[14] It has over 10,000 books in the Delhi libraries, with access to several other libraries such as the British Council and American Library through sharing agreements.

About 20% of its faculty have a doctoral degree.[15] According to the Financial Times, "the teaching faculty on Indian campuses would not pass muster at any globally recognised school." Financial Times also reports that IIPM has been successful in getting "many top international professors to teach in India." Unlike most other business schools, the school has built up its teaching faculty in India by recruiting its own graduating MBA students.[15] The students also experience interaction with foreign university professors who are brought by the institute to India as a part of their global initiative.[16][17][18][19]

Arindam Chaudhuri is Honorary Dean of IIPM.[20] The regular faculty of the institute comprises alumni of IIPM, as well as visiting professors.[21]

CEEMAN (Central and East European Management Development Association) removed IIPM from its membership in August 2010. Almost simultaneously, EFMD has removed IMI, Belgium (the institute whose degrees are given to IIPM students in India, from its membership[22].


Academics

Offered programmes

According to the institute, it offers programs under two streams:

  • International programs
  • Programs under the School of Business and Economy

According to the institute, its programs, under the above mentioned two streams, are as follows -

  • A 2-year full time Postgraduate Programme in Planning and Entrepreneurship
  • A 3-year full-time Undergraduate Programme in Planning and Entrepreneurship
  • A 1-year full time Postgraduate Programme in Planning and Entrepreneurship (open only for working executives with at least two years of past work experience)
  • Fellowship programme, open for post-graduates.[23]

Certification

Under the first three streams mentioned above, the institute offers certificate courses aimed at making students eligible for degree courses like MBA and BBA.

Courses

In the first year, core subjects such as Marketing, Accounting, Finance, Economics and Organizational Behavior are covered. In the second year, the Marketing and IT papers are compulsory, and students pick a major in Human Resource or Finance. The institute also offers other courses that take an unconventional look at the disciplines of business managament.[24] The postgraduate program has 1920 contact hours. The institute tries to give its students a "hands on" approach to learning, by giving them the exposure of working on live consulting assignments in major firms.[25]

GOTA programme

All students of the institute are sent on a 21-day compulsory trip to European countries to study under the Global Opportunities and Threat Analysis (GOTA) programme.[26] The GOTA programme arranges visits of the institute's students to multinational firms and political organizations. [25][16] From 2008, students have also started going to the African and Australian continents under the GOTA programme. [27][28]

Relationships with other educational institutions

In 2008, professors from National University of Singapore, Singapore conducted a seven week course at the institute on Investment Banking for the top hundred students from IIPM leading to a joint certification in investment banking.[16] In 2009, Nanyang Technological University sent students to IIPM for a four week course for an overview of the Indian culture and Indian economy.[29] In 2006, it was reported that IIPM collaborated with Stanford University's Centre for Professional Development organised a strategy workshop in New Delhi.[30] However, Stanford has stated "Neither the Stanford Graduate School of Business nor the office of Stanford Executive Education has ties of any kind with IIPM."[31][7]. Stanford has also issued a statement to this effect. [32] The Mercator School of Management, Duisburg-Essen University, has a formal partnership with IIPM for exchanging students and faculty, and conducting joint research.[33][34] The Ecole Supérieure du Commerce Extérieur lists IIPM as a partner institution, which enables their students to study their curriculum at IIPM.[35]

In 2009, Judge Business School, University of Cambridge, Darden Graduate School of Business Administration, University of Virginia and Haas School of Business hosted IIPM's non-credit Executive Education program participants and conducted sessions for them.[36] Berkeley Haas school has asked IIPM to stop using the Berkeley logo on its websites and marketing material, and has asked IIPM to correct the language in the ads to clarify that participants will not get any credits from Berkeley. Haas confirmed that IIPM, as a customer, could call itself a "business school ‘participating’ with the Haas School of Business."[31] In 2009, according to IIPM in its advertisements, it was partnering with the Chicago Booth School of Business. Chicago Booth reacted by asking that its name be removed from all advertisements and webpages of IIPM. IIPM did so, and communicated its apologies.[31] The Judge Business School at the University of Cambridge said its contract with IIPM, limited only to an executive education program in July-October 2009, had been terminated, and the school "will not be entering into a contract to deliver any further programs for IIPM." It has warned IIPM to stop using the Cambridge logo in ads after the termination of the program, but IIPM continued to do so even in January 2010. [37] The school also wrote a letter to IIPM clarifying that a previous relationship does not allow IIPM to call itself a "partner school" with Cambridge. Darden school has also clarified that it does not have a partnership agreement with IIPM.

Accreditation

The school's programmes are not accredited by Indian regulatory bodies such as AICTE[3] (whose accreditation is a voluntary process)[2] and UGC[38] which also stated, prior to a court settlement in June 2008, that the institute was not authorised to operate as a university in India.[38][39] Prior to the settlement, the fine print at the bottom of advertisements of IIPM stated that the institute does not come under the purview of the UGC or AICTE.[40] The acting Chairman of UGC Prof V N Rajshekharan Pillai in 2005 argued that the advertisements can be "misleading".[38]


According to the institute, it has not sought de jure recognition from any statutory body or accrediting authority.[41][42] In October 2005, the University Grants Commission (and the AICTE later on) raised objections over IIPM offering technical degrees. The institute clarified that it never offered the MBA, BBA degrees. These are offered by IMI, Belgium, a not-for-profit business school[5] whose programs are unaccredited.[43][43][36][44] Students who complete the certificate courses become eligible to optionally apply for MBA/BBA degrees from the International Management Institute (IMI) Belgium or IMI's post graduate degrees.[5][6][45] IMI awards degrees to the institute's students as IMI has recognised the course structure of the institute.[46] The alliance also enables the institute's students to visit IMI as part of student exchange programmes for one semester. It was reported in 2002 that extending the tie-up, IMI will also now confer its PhD awards to the institute's research fellows.[47] As per a Careers 360 article, NVAO, the accreditation organization for Netherlands and Flanders,[48] has clarified that IMI "is not a recognised higher education institution in the Dutch or French speaking part of Belgium" and cannot award recognised degrees. NVAO further mentions in the article that "BBA and MBA degrees cannot be awarded legitimately. Graduates that use the title Bachelor or Master can even be prosecuted. Using those titles without holding a legitimate degree is illegal."[44]. While IIPM filed a case against OUTLOOK also, It was dismissed later by the court as withdrawn.

As of January 2007, the online prospectus mentioned awarding of MBA and BBA degrees.[42]According to the institute, it is an academically independent and autonomous body, without affiliation to any university; and as per the institute, its programmes do not fall under the purview of AIU, AICTE, UGC and similar government-established regulatory bodies.[49] Nevertheless, UGC and AICTE declared IIPM to be a fake university not permitted to confer MBA and BBA degrees; IIPM filed a lawsuit in response.[50] In June 2008, UGC and IIPM reached an agreement in the Delhi High Court, with UGC agreeing to remove IIPM's name from the fake universities list, and IIPM agreeing to clarify that it offers only "certificate courses".[51][52]

The University of Buckingham has announced the signing of a Memorandum of Understanding in March 2009 with the institute, mentioning that the University of Buckingham is working together with the institute "towards the final accreditation of IIPM's BBA and MBA programmes."[53] However, in June 2009, a representative for the University of Buckingham clarified that although they are in talks with IIPM, there is no formal agreement yet. Furthermore, until IIPM's program are formally accredited by the QAA, IIPM does not have consent to mention University of Buckingham in its advertisements.[54] A Career 360 article says that after they published their second article, IIPM removed the name of University of Buckingham from their advertisements.[44]

Ranking

The institute states that "Rankings don't matter" and it has "strong reservations on the methodology applied by most of the magazines to rank b-schools",[55] but continues to highlight rankings prominently in its ads.[56] A ranking of business schools released by Outlook magazine in 2003 ranked the institute 4th on Industry Interface, 7th on Industry Interface and 8th on Extra Curricular Activities.[57] But the magazine later in 2005 issued a notice withdrawing the rankings saying the institute misguides students through unethical practises and does not disclose facts truthfully.[58] According to Arindam Chaudhuri, Honorary Dean of IIPM, this was done after Arindam pointed out Outlook's usage of perception qualitative rankings to influence b-school ranks. Post this, according to Arindam, IIPM responded with legal action against Outlook[59][60]. Rob Fernandez called it a a clear case of slanderous allegations that can be challenged in any court. [61]. Outlook has however countered Arindam Chaudhuri's claim by pointing out that there is no legal case against it on the subject of Rankings. In fact, the rankings were withdrawn in 2005 and a case, if any, on this matter, could not have been filed in 2008 because of laws of limitation. The only case against Outlook filed by IIPM is against a column written by Maheshwer Peri that appeared in 2008 for which a case was filed in 2009. This case has nothing to do with the withdrawal of rankings.

The 2008 Zee Business Best B-School Survey ranked IIPM 7th overall, 1st in Global Exposure, 15th in Infrastructural Facilities, 9th in Course Content, and 9th in Placements.[62] The 2009 Zee Business Best B-School Survey ranked IIPM 5th overall.[63] The India Today group's Mail Today 2009 ranking of institutes offering full time, two year management programme in Delhi/ NCR gave IIPM's Delhi branch the top rank in "quality of faculty", "placement of the past three batches" and "the global exposure offered during the programme".[64] In November 2009, IIPM's Delhi branch was ranked #9 amongst India's top ten private schools by Hindustan Times[9]

Job placement

According to the institute, only 70 percent of its students opt for the placement process, and that almost all of these 70 percent students get jobs through it.[6] It has been reported that the Indian Institute of Planning and Management invites companies to the campus, but also offers placements at its sister concern, Planman Consulting.".[65] In 2007, according to IIPM's placement cell, its students got placed in over 200 companies.[66] In 2008, IIPM placed 2,670 students through campus placements, including 165 international placements.[16] In the same year, Maheshwar Peri stated in an opinion column in Outlook magazine that "students are placed at Planman, a sister concern, at higher salaries meant to jack up placement ratios and dumped/sacked within two months."[67] B. Mahesh Sarma reported in a Career360 article that three companies - Standard Chartered, Barclays and Deutsche Bank - which are mentioned in IIPM advertisements as participants in campus placement, said that although they might have a few freshers of the institute working for them, they have never participated in the institute's campus recruitment process.[36] IIPM has seven international placement offices.[24][68][69] B. Mahesh Sarma profiled a sample of jobs that it said students get abroad in places like the gulf countries; in the article, Mahesh requests the reader to make his/her own judgement on the international jobs offered.[36]

In June 2009, Mail Today, an India Today group publication reported that the institute got jobs for 2,300 out of 4,000 students with 750 companies participating, and 46 international placements, with the results of 100 campus interviews still being awaited. The average annual pay package was INR 420,000, which was reported to be a good figure given the recession.[70] According to the institute, financial service companies and small and medium enterprises participated in placements in 2009.[71]

Controversies

IIPM advertising

JAM magazine

In its June 2005 issue, JAM (a fun and satire magazine)[72] carried an article by Arjun Ravi [73] (named IIPM: Tall Claims) where he claimed that IIPM's advertisements were misleading. Arjun Ravi also stated that IIPM uses rankings from 2003.[40] Ravi's article was published before these rankings were withdrawn by the Outlook C-Fore B-School survey in July 2005.[58]

Rashmi Bansal, the editor of the JAM magazine, published similar content in her blog, and this story was picked by other bloggers such as Gaurav Sabnis.[74] IIPM sent a legal notice to Sabnis, eventually resulting in Sabnis being forced to resign from his job.[75] IIPM also is said to have threatened to burn laptops purchased from IBM, where Sabnis was working at that time.[76] Businessworld India magazine, of which Rashmi Bansal is a contributing editor,[77] in its October 2005 issue, covered the issue. The magazine reported that facilities including the swimming pool, 300-seater auditorium, seven amphitheatre classrooms, and mini golf course were restricted to IIPM's Delhi campus only. IIPM, in response to these findings, stated that "We have only one campus. The rest are branches." The magazine also reported that the average age of IIPM faculty is 27 years, and the international faculty mentioned in IIPM's advertisements only gave one-time lecture to the students. Both Arjun Ravi at JAM and Businessworld stated that the institute did not provide them with detailed statistics on student placement.[21]

IIPM issued a statement countering the allegations raised by the magazines. IIPM said that these allegations were a result of inferiority complex that IIM alumni (like Rashmi Bansal and Gaurav Sabnis) suffered due to IIPM (referring to IIPM's 'Dare to think beyond the IIMs' positioning statement), and that the articles were shallow lies, and an attempt to spread baseless rumours.[78] The Outlook magazine covered the legal tussle between the IIPM and other bloggers.[78]

Careers 360 article

In June 2009, Careers 360, an Indian magazine focusing on education, published an article where they said they investigated some of the claims in IIPM's advertising.[36]:

  • The article mentioned that IMI Belgium, the institution that awards MBA and BBA degrees to IIPM graduates, was not recognized as an institution of higher learning in the Dutch or French speaking part of Belgium by NVAO.
  • A few employers contacted by Career 360 "denied having recruited from the IIPM campus from the class of 2008," though IIPM claims otherwise. Three companies - Standard Chartered, Barclays Bank and Deutsche Bank - are mentioned. The article also listed a few international placements of IIPM students and asks the reader to make their own judgement.
  • According to the article, IIPM's ads mention "global certification in management for all its students from one of the leading universities of the world." McCombs School of Business communicated that they were unaware of any association with IIPM. University of Cambridge confirmed "a five day non-degree executive education programme delivered in Cambridge by the Judge Business School" resulting in a certification of attendance given to participants. Darden B School, University of Virginia, confirmed the existence of a series of week-long Executive Education programs for IIPM participants, mentioning that Darden had no partnership with IIPM. Haas School of Business, University of California at Berkeley, confirmed that IIPM was a business school "participating with the Haas School of Business" and that "Participation means IIPM has contracted with CEE to provide Haas faculty to teach courses in the IIPM program."
  • The story also carries testimonials from anonymous past students of IIPM who said the advertisements built up their expectations which were not met, and the jobs they got after studying at IIPM are barely enough for them to repay loans taken for paying the tuition fees at IIPM.
  • On August 11, 2009, Vir Sanghvi, the editorial director of Hindustan Times wrote in his blog: "It is a little shameful that the mainstream media have not followed up Career 360’s exposes but perhaps in this economic climate big advertisers have more clout than ever before" [79]
  • On April 7, 2010, The Pioneer of New Delhi carried what was claimed to be an "exclusive investigation" touting various IIPM claims apart from other allegations against Careers 360. On April 15, 2010, Maheshwer Peri, the publisher of Career 360, tweeted: "EXPOSED: IIPM carries a 'paid article' against me in PIONEER and uses that with unsuspecting students and parents as an article in Pioneer." [80]
  • On April 14, 2010, the New Indian Express, published from Chennai, profiled the editor of Careers 360, who after pointing out how he exposed various misleading statements in IIPM advertisements concluded by saying, "life would have been very pleasing for an institute like IIPM, the students and their parents had the institute advertised they were offering only diplomas and not a degree." [81]

Trade practices

In May 2007, The Monopolies and Restrictive Trade Practices Commission (MRTPC), an anti-monopoly watchdog,[82] initiated a probe into IIPM's advertisements. They stated that they suspected that IIPM recovers the cost of GOTA tours and laptops (both advertised as free for the students) from students later on. [83][84][85]

In October 2007, MRTPC announced that they would not be processing enquiry against many business schools due to "shortage of staff."[86]

UGC and AICTE objections

In October 2005, both UGC and AICTE raised objection over IIPM using the term 'Indian Institute' as part of its name.[87] The UGC also said that the IIPM cannot give MBA and BBA degrees as these can only be given by universities recognised by the UGC.[38] IIPM confirmed that they never offered the MBA, BBA degrees (and that those were offered by IMI Belgium), and that IIPM advertisements had, and continue to promote their certifications as being "superior to MBA and BBA" courses. In December 2005, AICTE raised objections over IIPM awarding degrees in foreign collaboration, and sent notice to IIPM detailing the objections. According to AICTE, as per its guidelines on foreign collaboration that came into force since 15 May 2005, IIPM is not approved to give such degrees.[88] In March 2007, AICTE issued another notice to institutions offering unauthorised courses including IIPM.[89] IIPM stated it has not, and will not apply for AICTE recognition as its programmes fall out of the purview of AICTE.[41]

A recent banner ad of IIPM, for example says "Study at IIPM For UGC Recognised MBA Degree" with "Last Date of Registration 30-09-2010"[90]. Such advertisements have also been taken note of by the UGC which once again felt compelled to give a public notice clarifying that IIPM "does not have the right of conferring or granting degrees as specified by the University Grants Commission".[91]

Uttarakhand Technical University registrar report

The National Students Union of India (NSUI) started protests in March 2009 in Dehradun (Uttarakhand) demanding that the government shut down IIPM as it operates without any recognition or approval.[92] The Uttarakhand government appointed Registrar of the Uttarakhand Technical University to conduct an inquiry, who has recommended banning IIPM.[93] According to the Registrar, IIPM did not cooperate with his inquiry, did not provide documents asked, and has no basis for claiming that students will get an IMI degree. The registrar also said that IIPM "is quite similar to fly-by-night finance companies" and its continuing operation can not only hurt students in the state of Uttarakhand, but also institutions which operate legally as opposed to IIPM.[92] As of March 2010, the NSUI agitations continue, with the NSUI President saying they "would not let the institute play with hapless youngsters who were already grappling with lack of quality education and employment and would fight it out tooth and nail".

Tax issues

In May 2007, S.S. Palanimanickam, Minister of State for Finance, answered a question in the Rajya Sabha raised by Dharam Pal Sabharwal, another Rajya Sabha member, "IIPM has not paid income tax during the assessment years 2005-06 and 2006-07, claiming exemption under section 10(23C) (vi) of the Income-tax Act, 1961."[94] The Ministry further stated that service tax paid by IIPM in the preceding two years had been nil.[95][96] Under a query raised through the Right to Information Act on the institute, the Central Board of Direct Taxes had said that the ministry did receive a "tax evasion complaint in respect of wrong claims of exemption under Section 10 (23C) of the Income Tax Act, 1961."[97]

In April 2009, the Indian government clarified that there were "no pending tax claims against IIPM" and the case had been closed after due enquiry.[98][citation needed]

Plagiarism

In August 2006, a USA Today article about plagiarism on the internet mentioned that a column by Jack and Suzy Welch was posted on the IIPM website below Arindam Chaudhuri's photo without attributions to either BusinessWeek or Jack and Suzy Welch. IIPM subsequently informed USA Today that it had rights to the Welch column through the New York Times News Service/Syndicate, and that a Welch byline was added after the USA Today inquiry because, "others could be confused."[99]

Allegations of conspiracy against leftists

In December 2009, IIPM released full-page advertisements in national newspapers, announcing awards for Mamata Banerjee and other personalities critical of the CPIM(Communist Party of India, Marxist). The advertisements referred to CPIM as "Stalinist" and applauded awardees for efforts against the Stalinist "clutches".[100] The CPIM was furious over these ads and came down heavily against IIPM in its party mouthpiece.[101] It alleged that IIPM was providing funds as a part of an imperialist conspiracy against the Left. The article also alleged that IIPM was being funded by the US Government.[102] Furthermore, one of the awardees, legendary author Mahasweta Devi said that although she was named in the ad as a recipient of the award, she had not been contacted by IIPM about it, and she had no knowledge of the institute.[103]
