20191009 - first attempt: Unsure if I put the entire explanation between the { braces.
{{unblock|1=collateral damage.}} I reside in China and am a regular Wikipedia user and occasional editor. I use a VPN to for internet access from China. Yesterday/today I attempted small minor edits on two different pages. On the first, I was blocked and then made the edit after changing the VPN from Hong Kong to LA. Today I was blocked again on a different page and then my account appears to have been blocked because of multiple login and edit attempts. See details at the end of this post.

I am not trying to circumvent any policies and I understand the need to block ranges of IPs due to vandalism.
For me to access the internet from China requires that I use a constantly changing set of VPN IPs and proxies, so there is no sense in requesting an unblock for any specific IP. Is it possible to request an account that I would log into using a confirmed email or some other third-factor identification?
