Justice was the impartial maintenance and administration of what was just. The absence or opposite of justice was injustice.
Constable Odo had a very well established sense of what justice was. According to him, "Nobody ever had to teach me the justice trick. That's something I've always known. A racial memory from my species, I guess." Because he was considered "the outsider" during the Cardassian Occupation of Bajor, Odo felt that he was "on no one's side." As such, his only motivation was justice. "If you're innocent, you'll go free. If you're not, I'll turn you over to [the] authorities. That's the only choice here." (DS9: "Necessary Evil")
His observations of what justice was included:
- Unlike laws, which "change depending on who's making them," justice remains unaffected. (DS9: "A Man Alone")
- "There's no room in justice for loyalty or friendship or love. Justice, as the Humans like to say, is blind." (DS9: "Necessary Evil")
- After reading the files on Hogue and Rekelen, Odo felt that turning them over to the Cardassians, which would have been a certain death sentence, did not fit the punishment deserved for the supposed crimes they committed. As such, he chose to free them from his custody "in the name of justice." (DS9: "Profit and Loss")
