The question here is: When recreating an official map, what exactly puts the amount borrowed above COM:TOO? We can break it down into the following components: 1) base map (not the same); 2) layout (same); 3) font (same); 4) symbols (same); 5) colors (similar); 6) route (similar). For the base map, @Theklan: can you please cite where you got it from? The actual course is a non-copyrightable fact with little variation in how it could be drawn (I see that the arrows are different), but perhaps the dashed lines between stages could redrawn to not follow the official map so closely. As for the layout, font, symbols, and colors, each individual component is below TOO, so it's a bit tricky to say where the line is crossed. -- King of ♥ 04:04, 6 February 2023 (UTC)[reply]
    In this case, the "Le Tour" branding and the yellow/black flashes make it look far too similar to the real map - as discussed above. It's hard to tell at first glance which is the real map and the official one! This file should be deleted.
    Theklan seemed to suggest they were working on an alternative map, and other users (e.g. @Andrei loas) create clearly distinct Tour de France route maps every year. Turini2 (talk) 10:26, 6 February 2023 (UTC)[reply]

  •  Delete :While KoH's enumeration could often be useful, this is a case where the creator made a concerted effort to make an exact copy of the official, copyrighted, map. He succeeded to the point where Turini2 was completely fooled and I was fooled until I put them up at large size side by side and realized that the base map did not have quite as much detail ad in the original. It is certainly possible to make maps of the route that do not infringe, see., for example, File:TDF19.png. .     Jim . . . (Jameslwoodward) (talk to me) 15:49, 6 February 2023 (UTC)[reply]
